Course purpose
Pennsylvania's initial long-term care producer training required by 31 Pa. Code § 39a.9 before selling, soliciting, or negotiating long-term care insurance (the producer must hold an accident & health license). It teaches LTC fundamentals and benefit design, the tax-qualified standard of IRC § 7702B, inflation protection and nonforfeiture, suitability, underwriting and replacement, and the consumer protections of Pennsylvania's long-term care insurance law at 31 Pa. Code Chapter 89a. The Pennsylvania portion covers the Pennsylvania Long-Term Care Partnership Program (authorized by the DRA 2005) administered by the Pennsylvania Department of Human Services (DHS) through Medical Assistance (MA), the dollar-for-dollar Medicaid asset disregard, eligibility through the County Assistance Office (CAO), the required 1-hour Medical Assistance module within the 8-hour training, the five-year look-back and IRC § 1035 exchanges, the Unfair Insurance Practices Act (40 P.S. § 1171.5), the producer discipline framework of the Insurance Department Act of 1921 (40 P.S. § 310.11), senior protection, and the NAIC LTC Model framework - with lesson knowledge checks, a final exam, a certificate, and CE reported to the Pennsylvania Insurance Department through the provider. Delivered as a bilingual online 8-hour course.
Acceptance responsibility
There is no single national approval body for this type of education course. If a court, officer, employer, school, or agency assigned the course, confirm that they accept an online certificate course before paying or relying on completion.

Education-only boundary
