Course purpose
Vermont's initial long-term care producer training required before soliciting, selling, or negotiating long-term care insurance (DFR Rule H-2009-01 / 8 V.S.A. ch. 107). It teaches LTC fundamentals and benefit design; the federal tax-qualified standard; suitability, underwriting, inflation protection, and replacement; and the required training topics, including how Vermont Medicaid treats long-term-care eligibility, spend-down, and estate recovery, including Vermont's authorized (dormant) Partnership program. It explains Vermont Medicaid - administered by the Department of Vermont Health Access (DVHA) (Vermont Medicaid is also known as Green Mountain Care; its long-term-care component is Choices for Care) - and its relationship to LTC eligibility; and Vermont's unfair trade practices law (8 V.S.A. §§ 4723-4724 (Insurance Trade Practices)) with producer discipline (8 V.S.A. § 4804 (Chapter 131)) - with lesson knowledge checks, a final exam, a certificate, and CE reported to Vermont Department of Financial Regulation through Prometric / Sircon.
