Why the 2-15 instead of separate 2-14 and 2-40?
The 2-15 is the most efficient path for new producers because it covers all three major personal lines (life, health, and variable annuities) under one license. The 60-hour pre-licensing requirement is less than the combined 30 (life) + 40 (health) = 70 hours required to hold both separate licenses, and you write one state exam instead of two.
Producers planning to sell variable annuities or variable life products must also register with FINRA (Series 6 minimum, often Series 7 plus Series 63 for state-securities registration). State insurance licensure alone is not enough for variable products because they are securities.
2-15 Pearson VUE exam content weights (2026)
The 2-15 exam is the longest individual Florida insurance exam at 165 questions in 2 hours 45 minutes. Content is split roughly 50/50 between life and health, with Florida-specific common law and product-line law making up the remainder.

What the 60-hour course must cover
Florida DFS requires the 2-15 pre-licensing course to cover every section of the Pearson VUE content outline at appropriate depth. A 60-hour course is long enough to teach mastery, not just exposure.
Our 2-15 course is built around 13 modules totaling 60 hours. Each module ends with a knowledge check pulled from a 330-question bank aligned to the official 2026 Pearson VUE content outline. The 165-question final exam uses Pearson VUE-style course practice: one question per screen, review controls, timed pacing, randomized item selection, and randomized answer positions.
Variable annuity registration: what 2-15 alone does NOT cover
Holding a 2-15 license authorizes you to sell fixed life and fixed annuity products under state insurance law. Variable products (variable life and variable annuities) are dual-regulated as both insurance and securities, and require FINRA registration in addition.
Most producers pursuing variable annuity sales also obtain the FINRA Series 6 (mutual funds and variable contracts) and Series 63 (state securities). Producers selling broader securities products typically get the Series 7 and Series 66. Plan your timeline so FINRA registration is in process before your 2-15 license is issued, so you can start selling variable products immediately on receiving both authorities.
Mastery rebate and Pearson VUE-style final exam
Our final exam uses the state exam's published question count and time limit, plus familiar computer-based review controls. The goal is for test-day mechanics to feel familiar without reproducing Pearson VUE proprietary software or live exam questions.
If you score 90% or higher on your first final-exam attempt, the record is reviewed for up to $30 back to your original payment method. The rebate rewards preparation, since retake attempts do not qualify.

Is the 2-15 worth it if I only want to sell health insurance?
Probably yes. The 2-15 is 60 hours total vs 40 hours for the 2-40 health-only license — 20 extra hours of study gets you life and annuity authority too. Most career producers find the broader license expands client value and commissions even if they start focused on health.
Can I sell variable annuities with just a 2-15?
No. Variable annuities are securities under federal law. You need FINRA Series 6 (minimum) plus Series 63 state-securities registration on top of the 2-15. Fixed annuities can be sold under the 2-15 alone.
How long does it take to complete the 2-15 course?
The course requires 60 hours of active seat time enforced by the platform. Most students complete it in 7–14 days of study (a few hours per night) plus 1–2 weeks of focused practice exams before scheduling Pearson VUE.
