Who needs the 4-hour annuity training in Florida
Florida requires a producer to complete a one-time 4-hour annuity best-interest training before soliciting or selling annuities. The requirement is set by F.S. 627.4554, Florida's adoption of the NAIC Suitability in Annuity Transactions Model Regulation, whose best-interest revisions took effect January 1, 2024. A producer who held life authority before that date may satisfy the requirement with a 1-hour update instead of the full 4-hour course.
This is a one-time training and a condition precedent to selling annuities - it is separate from a producer's biennial continuing-education hours, although a DFS-approved course also earns elective CE credit.
What the course covers
The course covers the best-interest standard of conduct and its four obligations - care, disclosure, conflict of interest, and documentation; how annuities work and their suitability differences (fixed, fixed-indexed, and variable, including who bears the investment risk and which is a security); collecting and using the consumer-profile information; material conflicts of interest and the disclosure of cash and non-cash compensation; and replacement and exchange analysis (1035 exchanges, surrender charges, and whether a replacement is truly in the consumer's best interest).
It also covers senior and vulnerable-consumer protections - including Florida's surrender-charge cap for consumers age 65 and older and recognizing potential financial exploitation - and explains the training requirement itself (the one-time 4-hour course and the 1-hour update).
