Free government courses, free nonprofit options, employer-internal training, grants, private coupons, temporary or expired promotions, bundles, memberships, subscriptions, non-public group pricing, custom contracts, negotiated PO pricing, hidden-fee offers, and nonequivalent formats are excluded.
